The Green Commute Initiative is the latest scheme on the market, especially aimed at electric bikes. Even after new guidance were issued (see below) this is still the only provider that offers schemes for purchase over £1,000, making e-bikes possible and there are no end of scheme fees to reduce employee savings. Update June 2019: It was widely understood that there was indeed a cap of £1,000 limiting access to some e-bikes including cargobikes. However, Michael Ellis, the new Minister of State (Department for Transport) whose portfolio includes cycling, has issued new guidance. All cycle-to-work schemes can indeed be used on purchased over £1000 as long as the retailers and employers are registered with the Financial Conduct Authority (FCA). Small independent shops, who are not registered with the FCA will continue to rely on organisations like the Green Commute Initiative to help customers with purchasing a cargobike, as they have FCA permission for consumer hire.
